Is my voice recorded or sent anywhere?

No. The level is measured on your device. A test clip, if you make one, stays in this tab and is discarded when you leave.

The bar does not move. What now?

Check that the microphone is not muted (some have a hardware switch), that the correct input is chosen in your system sound settings, and that the browser has permission.

Why can I not hear myself live?

Live monitoring through the speakers causes feedback, so the tool only measures the level. Use the record and play back option to hear the result.
