When should I inline an image?

Only for very small images such as icons. Base64 is about a third larger than the file and cannot be cached separately.

Are my images uploaded?

No. Images are decoded, processed and re-encoded by your browser on your own device. They are never sent to a server, and closing the tab discards them.
