Is my password sent anywhere?

No. Encryption happens in your browser. The password is not stored, logged or transmitted.

What if I forget the password?

The document cannot be recovered. Keep the password in a password manager.

How strong are the permission restrictions?

They are instructions to PDF readers, not encryption. Anyone who can open the file can ultimately copy its content, so rely on the open password for confidentiality.
