Is the camera video recorded or uploaded?

No. Frames are processed in your browser to find the code and are discarded immediately. Nothing is stored or sent.

Why does it not open the link by itself?

QR codes are a common way to disguise harmful links. Showing the address first lets you decide.

Browsers allow camera access only on secure (HTTPS) pages and only after you grant permission. Check the site permissions, or upload a photo instead.

JavaScript is turned off. InspireTools processes files in your browser, so the tools need JavaScript to run.
